China sets 5-year target for defense industry

www.chinanews.cn 2006-01-06 09:28:24

(Source: Xinhuanet)

BEIJING, Jan. 6 - China has set research and development targets for its
defense industry to meet the country's national defense needs and the
development of the national economy for the five years through 2010,
officials said Thursday.
Jin Zhuanglong, the spokesperson for the Commission of Science,
Techonology and Industry for National Defense, said the sector will meet
the basic needs of the country's armed services for high-tech weaponry
and improve its research and development capability for high technology
industrial applications.
China also plans to improve its fundamental capability in basic science
and research and in science and development infranstructure in the coming
five years, he said.
Jin said China would put in place a new framework that combines its
military research and development capability with civilian sectors,
including a mechanism allowing the military and civilian sectors to
interact with each other to ensure fast progress in the military sector.
On major tasks for the coming five years, Jin listed development of
nuclear energy, a manned space program, a lunar probe program, civilian
planes, and shipbuilding.
China will work hard to achieve R&D breakthroughs in key technologies for
the country's shipbuilding sector while giving priority to the country's
three shipbuilding bases along the Pan-Bohai Rim in north China, the
Yangtze River Delta and the Pearl River Delta, he said.
The country's military sector has reported an average annual increase of
20 percent in production of civilian goods in the past five years. In
2002, the whole sector became profitable after eight years' of losses.

Great wall in Warring States discovered in Beijing

www.chinanews.cn 2005-12-08 18:06:44

Chinanews, Dec. 8 C An old man involved in relic study for many years
recently showed his evidence to the allegation that some part of the
Great Wall, which was built some 2,000 years ago, still existed in
Beijing.
Before making the conclusion, seventy-year-old Yu Bingyin had traveled to
almost all parts of the Great Wall in Beijing's Yanqing County.
In the countys Bangshuiyu village, there were some remains on a ridge
which were left over after rain swept away a line of mounds.
This part of the Great Wall claimed to be built around 475 BC to 221 BC
when Beijing was still a state called Yan.
The Wall was about two meters in height and 80 to 100 centimeters in
width. Yu said the wall could not possibly be built in the Ming Dynasty
(1368-1644) since most parts built at that time were large. It could not
belong to the Qin Dynasty(221 BC- 206 BC) either, because during this
time, most parts of the walls were built in the mid and western part of
Beijing to link separate parts.

China vows to control spread of HIV/AIDS

HIV/AIDS prevention in Wenzhou, East China's Zhejiang Province November
30, 2005. [Xinhua]

BEIJING, Nov. 30 - China pledged to keep the number of people living with
HIV/AIDS below 1.5 million by 2010, Health Minister Gao Qiang said at a
press conference here on Wednesday.
More than 40,000 out of 2 million people were found HIV positive in
initial AIDS screenings this year in China. These people included paid
blood donors, drug addicts and employees in brothels.
AIDS prevention is an issue that may well affect China's population
quality, economic development and social stability, Gao said.
"It may also have an impact on the rise and fall of China," he said.
"The governments should organize all departments and mobilize the whole
society to hold back the spread of AIDS," he said.
Required by the State Council, China's highest governing body, government
leaders at different levels are urged to directly take charge AIDS
prevention.
"Those who try to cover up the epidemic or conduct dereliction of duties
will be held liable," he said.
The Chinese government allocated 800 million yuan (100 million US
dollars) to support AIDS prevention and treatment in 2005, as against 100
million yuan (12.5 million US dollars) in 2002.
The funds were mainly used for AIDS check-ups, dissemination of AIDS
knowledge, treatment of AIDS patients and prevention among high-risk
people, Gao said.
China is carrying out a reevaluation of nationwide epidemic situation
together with experts from the World Health Organization and the United
Nations.
"The reevaluation will reflect China's AIDS situation in a more objective
and accurate way," he said. "We'll make public the result in time."
China's state-listed AIDS monitoring centers has risen from 194in 2003 to
247 in late 2004. In addition, the country has organized 2,686 working
teams especially designed for AIDS prevention among high-risk people.
In its fresh efforts for a nationwide promotion of AIDS knowledge, China
will officially launch an education program among millions of migrant
workers on Dec. 1.
The program is supposed to spread anti-AIDS knowledge among migrant
workers who have formed a huge fortune-seeking force flowing between
rural and urban areas.
Earlier, 12 Chinese central government departments combined their efforts
to publicize AIDS knowledge among farmers and students in 740,000
villages, 50,000 neighborhood committees, 2,100 colleges and 90,000
middle schools, Gao said.

New "Grandets" on the rise in Chinese cities

www.chinanews.cn 2005-11-22 15:11:22

Chinanews, Beijing, Nov. 20 (By Shen Jia) - "I am either in Starbucks or
on my way there." This typical sentence of urban white-collars now
becomes the victim of teases. In accordance with the principle of thrift
increasingly advocated by urban dwellers, decent behaviors should be
purchasing a coffee machine and producing coffee by oneself, which will
save at least half a monthly salary in one year. What counts more is this
behavior itself symbolizes an individual's unique taste.
Ms Peng who works for a Beijing accounting firm is a fan of this thrift
idea. She reserves discounted meals from restaurants on a gourmet
website, buys books and skin care products through the internet, wears
trendy makeup to "dig out" clothing in the wholesale market near the zoo,
joins a one-hundred-member group while purchasing and furnishing a house,
and looks for carpooling to and fro work.
Her income tax is even higher than the average monthly salary of the
city's residents. Her three-year saving can serve ten tours to Europe.
"Money should go where it deserves. I like neither traveling nor buying
brand products. I'd prefer being a couch potato and invest my money in an
apartment."
As those who have spent every penny before payday emerge, new frugality
advocators are also showing up. A more avant-garde name for these thrifty
people is new "Grandet."
Environmental protection awareness is indispensable in this fashionable
idea. Through a popular TV program named "Small Tips for a Happy Life" on
a local channel, Beijing people are learning something everyday, such as
to shut off home appliances can save more power than keep them standing
by, and how to save time while boiling eggs and making congee.
